Ms Yeo Yee Ling is the Manager of Legal Department in MYNIC Berhad. She is responsible for overseeing the Policy, legal and regulatory matters in relation to domain name and electronic addressing, and contract management. She graduated from the University of Manchester with Honours degree in Law, underwent professional training at the English Bar at Gray’s Inn and is a non-practising Advocate & Solicitor of the High Court of Malaya.
As a Case Counsel at the Asian International Arbitration Centre (AIAC), Prissilla manages a diverse caseload of international and domestic arbitration, adjudication, and mediation proceedings. Aside from the daily case management works, Prissilla is also involved in various ADR related projects at the AIAC. Prior to joining the AIAC, Prissilla practiced as a lawyer where she had advised and acted as co-counsel in matters pertaining to Construction & Engineering, International & Domestic arbitration, as well as General Litigation.
Dennis CAI is a Council Member of Asian Domain Name Dispute Resolution Centre (ADNDRC) and also the President of President of Policy and Compliance of Internet DotTrademark Organisation Ltd.
Dennis is being listed as a domain name panelist by arbitration bodies in Hong Kong, Beijing, Seoul, and Malaysia, and has decided over 30 domain name disputes as sole panelist, presiding panelist, and co-panelist.
Paddy Tam is the product manager for CSC’s Brand Protection business in APAC. With over 10 years of brand protection and dispute resolution experience, he specialises in online brand protection and anti-counterfeit services that help clients detect and remove online threats, brand abuse, and fraud. Paddy is also a domain name panelist accredited with the Asian Domain Name Dispute Resolution Centre, Asian International Arbitration Centre, Hong Kong International Arbitration Centre, and the U.S. National Arbitration Forum.
Raedene McGary is Vice President of Tucows Registry Services which was formed from the acquisition of registry business and assets of UNR Corp (formerly Uniregistry) where she was UNR’s COO. Prior to the UNR position Raedene was a key member of the CentralNic registry team managing its policy, legal and ccTLD practice. She has been in the domain name industry since 2001. Trained as a Barrister in England and Wales, Raedene is also a licensed California attorney and a Certified Practitioner of Data Protection.
Han Zhang joined Salesforce in 2016. He is currently a Senior Software Engineering Manager on the DNS team. The team has deployed DNSSEC on various very large zones. Han has also given presentations in DNS-OARC, APNIC, and IETF.
Han holds a Ph.D. degree in Computer Science from Colorado State University. His research interests include network security and network measurement.
Graeme Bunton is the Executive Director of the DNS Abuse Institute, an initiative dedicated to developing collaborative and innovative methods of reducing DNS abuse. Graeme has over 11 years of DNS policy experience. Prior to heading the DNS Abuse Institute, he was the Head of Policy for Tucows and served as Chair of ICANN’s Registrar Stakeholder Group for four years. Graeme was one of the driving forces behind the ‘Framework to Address Abuse’, a new set of guidelines and principles for addressing online harms, which was adopted by more than 50 registries and registrars. He helped found the Citizen Lab at the University of Toronto, and currently serves as Board Chair of the Internet Infrastructure Coalition.
Merike Kaeo is currently the CISO at Uniphore and has over 25 years of experience in pioneering Internet technology deployments and developing strategic security initiatives.
Merike instigated and led the first security initiative for Cisco Systems in the mid 1990s and authored the first Cisco book on security, Designing Network Security, which was translated into multiple languages and widely used in security accreditation programs. She has held a variety of executive leadership positions and has a deep-rooted history in the global Internet community having contributed to organizations such as NANOG, APNIC, RIPE, ARIN, LACNIC, IGF, IETF, FIRST and ISOC. She is a frequently sought-after panelist and keynote speaker for disseminating and promoting strategies to create stable, resilient and safe digital environments.
Since 2010, she has been on ICANN’s Security and Stability Advisory Council (SSAC), and served as the SSAC Liaison to the board from 2018 thru 2021.

Mike Zhang joined Alibaba in 2021. As a DNS software engineer, he is currently responsible for DNS system monitoring and reliability related works. Prior to joining Alibaba, Mike used to work at CNNIC (China Internet Network Information Center) for seven years.
Jia-Rong Low joined ICANN in August 2013. He is currently the Vice President, Global Stakeholder Engagement, and concurrently Managing Director for the Asia Pacific (APAC) regional office. Stationed in Singapore, Jia-Rong works with key stakeholders to bring ICANN to the region and facilitate stakeholders to participate in multistakeholder Internet governance.
Prior to joining ICANN, Jia-Rong served at Singbridge International, a Singapore government-linked company specializing in sustainable urban development projects. A former diplomat, Jia-Rong worked for Singapore’s Ministry of Foreign Affairs and served as First Secretary (Political) at the Singapore Embassy in Hanoi, Vietnam. Jia-Rong is very familiar with the region, having represented Singapore in engaging the region’s governments such as Thailand, Myanmar, and the Philippines.

Mastura Mukhtar is a Lead, IT Services from MYNIC with over ten years of extensive experience in the domain name industry. Her primary role is in supporting infrastructure to facilitate DNS applications, as well as managing DNS and DNSSEC for Malaysia’s country code top-level domain (.my).
With MYNIC as the official .MY domain registry, this position is crucial in maintaining the technical operations of DNS and DNSSEC to ensure the normal operation of systems and services. This involves incident handling, troubleshooting, and providing second-level support to resolve technical issues regarding DNS and DNSSEC, as well as the domain name operations.
Leveraging on her background and experiences, she is also responsible for providing training and awareness on the adoption of DNS Security to various sectors, including government and financial institutions, for securing DNS services.
David joined MYNIC in Oct 2018 as the Chief Innovation Officer. He is tasked to ensure the security, resilience, and availability of the DNS operation and services to serve the .my community in the country.
Before joining MYNIC, David has worked in multiple organizations with experience ranging from advisory, training, pre-sales, support, and system integrations. He has been involved with security, virtualization, infrastructure designing, and deploying technical projects for enterprise customers.
David holds a Master’s in Business Administration, York St. John University, United Kingdom, and Bachelor’s Degree in Business Administration from Charles Sturt University. He is also a Certified Scrum Master, and IT Service Management (ITIL).s
